Will the change close to the exam season of the Ministry of Education limit the chances of university admission in 2022?

The Ministry of Education and Training has just announced the draft Admission Regulations university in 2022. This draft contains a number of changes related to the time of enrollment registration that will be implemented after the high school graduation exam; regulations will not add regional priority points to candidates who retake the exam; …

Regulations on early admission are also a notable adjustment in this draft. Accordingly, for other enrollment methods besides admission by high school graduation exam scores, schools are not allowed to ask candidates to confirm admission earlier than the general schedule of the Ministry. Schools are only allowed to publish and post the list of eligible candidates (except for high school graduation requirements) on the system to process their aspirations along with other admission methods.

Candidates who have applied to the school according to the early enrollment plan still have to continue to register their aspirations on the system according to the general plan of the Ministry. For candidates who have been notified by the school that they are eligible for admission (except for high school graduation requirements) with a certain aspiration, they can still decide to set the priority order of their aspirations when registering on the system and will be recognized. matriculated with the highest aspirations.

Candidates who are not eligible to enroll in a desired training program can still register for that training by other enrollment methods on the system.

In 2022, candidates will register all their aspirations by all methods on the general system of the Ministry and only get one of the highest candidates.

Assoc. Prof. Dr. Bui Duc Trieu, Head of Training Management Department of National Economics University, said that registering all aspirations by all methods on the same system will help limit the situation that one candidate won recruiting many schools, many disciplines by different methods. This will create more fairness for schools and help schools reduce the ratio of virtual candidates.

However, this change also means that learners will not have the same opportunity to be admitted in many different ways as before.

“Previously, candidates could participate in many methods and could pass multiple aspirations or schools by different methods. After that, candidates can choose the most desired aspiration. But now, candidates are only admitted to a single aspiration, which is also the highest aspiration. This may affect the candidate’s right to choose.”

Therefore, Mr. Trieu said that, with this change, candidates need to carefully consider their favorite field/school and need to choose which method has the highest probability of being admitted.

Meanwhile, Assoc. Dr. Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology, said that this new draft regulation will create more fairness for schools.

“In the past, the increase in the percentage of virtual candidates was because the virtual filtering system only applied to candidates who were selected by high school graduation exam scores, but did not include candidates who were selected for admission according to the school’s own method. Therefore, there are some schools that take candidates first. After admission, these candidates will no longer participate in the entrance examination according to the high school graduation exam scores. The rest of the schools will consider this as a virtual candidate.”

Therefore, this adjustment, according to PGS Dien, will create more fairness for schools and schools can also compete fairly with each other in all ways.

In addition, Mr. Dien said that this adjustment of the process will also be more beneficial for candidates. “In the short term, candidates will not be disadvantaged in terms of benefits. In the past, when they were accepted into a certain mode, for example by academic records, they needed to confirm their admission immediately. This makes many candidates confused as to whether they should decide to confirm admission immediately or continue to wait for results from the method of considering high school graduation exam scores.

Now, instead of having to enroll in another way, they have more time to think and get advice before making a final decision.”

However, with this change, Mr. Dien also said that schools must accept the difficult part about themselves.

“In the past, after candidates confirmed their admission by early admission methods, the school would immediately know the percentage of admissions by these methods, thereby taking the initiative in the selection process by means of admission. remaining wake. But now, when having to consider all methods at the same time, it will be more difficult for schools.”

In order to overcome this as well as the candidate’s unease when applying for admission – even though they are eligible to pass, they may fail again when they go to the virtual filter, Mr. Dien said, schools can issue a list of applicants soon. (list of candidates who meet the preliminary admission requirements) so that they can be determined to put their 1st wish into these separate methods.

Evaluation of this draft regulation will increase the autonomy and self-responsibility of schools; unified, under the control and supervision of the Ministry of Education and Training; increase transparency and fairness among candidates, schools and candidates’ aspirations;… but Dr. Tran Khac Thac, Deputy Head of the Training Department of Thuy Loi University, said that instead, Changes in not being confirmed for early admission can make it difficult for middle and bottom schools to enroll.

The reason is that every year, when candidates confirm their admission early, schools can “hold firmly in their hands” the number of successful candidates. But this year, it will be more difficult for schools to determine the number of successful candidates in the early admission methods.

Therefore, Mr. Thac said that this could make it more difficult for the top middle and bottom schools to recruit enough quotas right from the first phase.

“At this time, schools will need to rely on their practical experience to estimate how to recruit just right and enough,” Mr. Thac said.
