Debating whether to leave or keep the regional priority points

Some admissions experts suggest removing regional preference points when applying for college admissions, while high school teachers want to maintain and adjust.

According to the draft enrollment regulation 2022, plus points give priority to the region is still kept – candidates in area 1 are added 0.75 points; rural area 2 0.5; area 2 is 0.25 – but only applies to candidates graduating from high school this year. This regulation makes many candidates hesitate (graduated from high school in previous years). disappointedfor that unfair.

On this occasion, the debate about whether to keep or remove the regional preference points when applying for university admission continued to be discussed.

Master Pham Thai Son, Director of the Admissions Center, University of Food Industry in Ho Chi Minh City, said that, should give up priority points area because the gap in learning conditions in localities is narrowing. This policy of adding points is no longer meaningful, and can create injustice for candidates. In the top schools, candidates pass or fail only 0.1-0.2 points apart; while the maximum area plus is 0.75.

According to Mr. Son, the Ministry of Education and Training can support candidates in difficult areas with many other policies.

Head of the Training Department of a university in Hanoi assessed that the Ministry of Education and Training has made adjustments to the regional priority points for many years, but there are still many shortcomings. For example, in big cities, there are students who achieve 28-29 points in the three entrance exams but still fail the highest aspirations because they are inferior to other students in terms of priority points.

Prior to 2003, candidates were awarded a maximum of 3 regional priority points. From 2004 to 2017, a maximum of 1.5 points. And from 2018, the highest regional priority score is 0.75 .

The priority level decreases over time, but determining the priority group, according to the head of this department, is not reasonable. Currently, many cities in the province have teaching and learning conditions equivalent to those of central-affiliated cities, but are still classified in region 2. When reviewing application documents by academic records, schools find the equivalent in terms of academic records. dynamics between these groups. But according to regulations, candidates in priority areas still get points.

“It is not necessary to immediately remove the regulation of adding priority points to the area, but it is necessary to narrow the beneficiaries. Accordingly, the priority-classified areas need to be carefully reviewed, evaluated, and updated regularly to be close to reality. more,” he said.

In high schools, most teachers want to maintain this policy. Ms. Bui Lan Anh, an English teacher at a school in area 1 in Phu Tho, said that the disparity in learning conditions between regions still exists.

Taking English as an example, Ms. Lan Anh said, teaching and learning conditions here are very poor. Eligible families and students who want to learn more are also difficult to find educational institutions because the whole district has only 1-2 small centers.

“Only when the disparity in learning conditions is narrowed should the regional priority point be dropped,” said Ms. Lan Anh.

Ho Chi Minh City, one of the two largest cities in the country, has five districts (Binh Chanh, Hoc Mon, Can Gio, Nha Be, Cu Chi) which are classified as zone 2. A teacher in Can Gio said that the plus point is reasonable because the learning conditions in the district are far behind the city center. Not to mention, due to economic difficulties, many 12th graders often drop out of school, follow their parents to the beach or work in agriculture. “Not adding points is not fair and humane,” said the teacher.

Mr. Le Quang Tri, Director of the Tien Giang Department of Education and Training, added that the large disparity in the teaching staff is also a problem worth selling. Good teachers often tend to move to centers or famous schools.

According to Mr. Tri, the gradual reduction of the plus points between regions and the change in the way in which points are determined – the place where the high school students attend – instead of the place of household registration, are significant steps forward. of this policy.

“The regional plus points cannot be removed at this time, but the Ministry of Education and Training can adjust two factors: reduce the plus points further and redefine priority areas,” Mr. Tri said.
