Hanoi plans to double tuition fees

The Hanoi People’s Council has just issued a draft resolution on tax rates tuition for establishments education Preschool, general education from the school year 2022-2023 to the school year 2025-2026.

According to the draft, the areas in the city are divided into 4 regions. 12 inner city districts and wards in Son Tay town in region 1; towns in 17 suburban districts are zone 2; communes (except mountainous communes) of 18 districts and towns in region 3; the remaining mountainous communes are classified into zone 4. Previously, Hanoi was divided into 3 regions, including urban, rural and mountainous.

The expected tuition fees for pre-schools and high schools that do not yet guarantee regular spending (period 2022-2026) are as follows (unit: VND/student/month) as follows:

The expected tuition fee of Hanoi is at the floor level, which is the lowest fee. If compared by level and region, except for high schools in regions 1 and 2, whose tuition fees increase from 217,000 VND (in 2021) to 300,000 VND, the remaining tuition fees have all doubled last year.

Elementary school is free of charge. The above fee is the basis to support private primary school students or private students who are eligible for the policy of tuition fee exemption and reduction as prescribed.

For public schools that cover their own recurrent expenditures, the city does not set specific tuition fees, but only sets a ceiling each year. In the academic year 2022-2023, the tuition fee ranges from 2.4-3.2 million VND/month, each year increasing by 6-8%. On the basis of the ceiling, the principal decides the appropriate tuition fee.

In the case of online learning, institutions collect 75% of the published tuition fees. This regulation does not apply to preschool because preschool children do not learn online.

In a month, if preschool children study for less than 14 days, they need to pay half the tuition fee as prescribed; Studying for more than 14 days must pay full tuition for the whole month.

For high school students, if the school applies alternating face-to-face and online learning, whichever form of study lasts for 14 days or more, the school will collect tuition fees according to that form. The total number of months of tuition collection in a year must not exceed 9.
