The State Bank wants to tighten operations, take pictures of money

The effective Decree will replace the provisions in Decision No. 130/2003/QD-TTg dated June 30, 2003 of the Prime Minister on the protection of Vietnamese currency (Decision 130).

According to the current regulations, all organizations and individuals wishing to copy and use the image of the Vietnamese currency must obtain permission and approval from the State Bank in accordance with the provisions of the Law on Intellectual Property.

However, recently, “toy paper money” appeared on the market, which are publications with images of Vietnamese coins printed on hard paper or plastic that are publicly traded with the nature of toys; The status of printing and selling lucky money bags with images of Vietnamese coins of various denominations… is quite common.

Some objects use negative money to print images of Vietnamese currency, equivalent in size to real money to mix in trading transactions, exchanging goods in low light conditions (dark sky)… for the purpose of misleading consumers.

Therefore, in order to ensure the legal framework, the State Bank has proposed to add a series of regulations on copying and using images of Vietnamese currency in the draft new decree.

Specifically, organizations that are allowed to copy and take pictures of VND money include the State Bank; money printing and minting establishments belonging to the State Bank; inspection agency; other agencies and units under ministries and ministerial-level agencies; government agencies.

All copies, taking must not change the image of the money, in addition to enlarging, reducing, copying, shooting must ensure the integrity of the portrait, the national emblem on the front of the bill.

Do not extract, merge or combine part or all of the Vietnamese currency image with obscene, obscene, violent, criminal, social evils and content, sounds, and images, sounds and images contrary to the historical, cultural, ethical, fine traditions and customs of Vietnam.

The State Bank also prohibits copying or taking pictures of money for commercial purposes, collecting money in any form, except for writing newspapers, television or storing it in libraries for research purposes.

In addition to the above conditions, organizations and individuals that copy and photograph VND money must meet one of the following criteria such as the image and pattern of the money, taking photos not to exceed 1/3 of the area of ​​the front or face. behind the bill; copy, single-sided photograph that is 75% smaller or 150% larger than real money; copy, double-sided photograph with size less than 50% or larger than 200% of real money; Electronic images posted online must have a resolution of less than 72dpi with the same size as real money.

Agencies, organizations and individuals that want to copy or take pictures of Vietnamese currency but do not meet the above regulations must obtain written approval from the State Bank.

Agencies, organizations and individuals ensure that the image of Vietnamese currency is used for the right purposes; after completion, must destroy/delete all film copies, prints, files to create the image of Vietnamese currency, not store in any form.
