The City People’s Committee requires the types of planning, the regulations in the plan must be consistent with the responsibilities of organizing the formulation, appraisal and approval authority specified in the Law on Urban Planning, the Law on Construction, the Law on Architecture. ; in line with the requirements of the city’s architectural planning management requirements.

Ensure no overlapping boundaries, duplicating the volume of proposed projects with projects assigned from 2020 and earlier; improve the feasibility, save money, promote the effectiveness of the project after approval. Projects of the same scale and level, which are in the research stage or have been approved by competent authorities, must be updated, integrated, and calculated to reduce costs according to regulations and in line with reality.

The City People’s Committee agrees on the capital source for planning in association with the responsibility for organizing the planning; do not use state budget capital for construction plannings, urban planning under investment projects on construction of works in the form of business.

“Plans for making urban planning and construction planning for the period 2021-2025 in the city need to be studied and organized in stable areas that are less likely to be affected by the overall adjustment.
