What is road toll?

According to the latest concept, a road toll (also known as a road maintenance fee or road user fee) is a fee that vehicle owners must pay for the purpose of maintaining and upgrading roads to serve for vehicles.

People need to clearly distinguish, road maintenance fees are different from tolls. Accordingly, tolls are fees to compensate for road construction costs and are collected directly at BOT toll stations.

Is there a penalty for overdue road toll payment?

Overdue road toll payment, vehicle owners will not be fined, but will be arrears. According to Decree 100/2019/ND-CP, if not paid, the registration unit will collect the previously unpaid road maintenance fee.

Specifically, at point a, clause 1, Article 6 of Circular 70/2021, in case the vehicle owner has not paid the road use fee of the previous registration cycles by the prescribed time limit, in addition to the fee payable for the vehicle registration cycle, the vehicle owner must pay the road user fee for the previous registration cycle. In the next period, the vehicle owner must also pay the unpaid charge of the previous period. In case the registration period has time before January 1, 2013, the time to determine the fee shall be from January 1, 2013. The registration unit will collect the payable fee amount of the previous cycle, the fee must be paid from January 1, 2013. paid by the fee of 1 month multiplied by the time of late payment.

Furthermore, Circular No. 70/2021/TT-BTC also stipulates the free use of roads for tollpayers for vehicles, including: ambulances, fire engines, special-use vehicles for service funeral services, special-use vehicles in service of national defense, special-use vehicles of units under the organizational system of the People’s Public Security.
