The Department of Telecommunications speaks out about the network operator blocking beautiful number subscribers from switching networks

The Department of Telecommunications (Ministry of Information and Communications) said that the policy of switching networks to keep the number unchanged will promote a competitive market and ensure the interests of customers. When implementing this policy, it will give the right to choose a service provider with more suitable service quality and benefits for customers.

Users who have kept in contact through their mobile phone numbers will be afraid to change when service quality, customer care quality, and added services have not yet met demand. The network transfer service keeping the same number is the solution to overcome these obstacles.

The network operator must publicly announce the committed packages and the method of canceling the package on their website for subscribers to look up before registering to switch networks.

According to a representative of the Department of Telecommunications, after more than 3 years of implementation, by the end of March 2022, more than 2.7 million subscribers had successfully switched networks, accounting for about 2.5% of the total number of mobile subscribers.

Basically, with this rate, the digital transfer service does not have a great impact on the overall mobile telecommunications market, but looking at the shift of the number holding network, it will be seen that the majority of subscribers tend to switch to a mobile network with wide coverage and stable service quality.

In general, digital transformation creates the necessary competition between businesses in the context of the saturated mobile market, towards the goal of retaining and pulling subscribers to their network. In that competition, the most beneficiaries are mobile subscribers when mobile businesses strive to improve network infrastructure capacity to provide better services and diversify tariff packages. incentives and value-added services to suit the needs of customers.

The Department of Telecommunications affirmed that, from the beginning of service activation until now, the network switching center system has operated stably, smoothly, without problems and has well met the needs of mobile businesses as well as customers. demand for routing database of other organizations and businesses.

In addition to the above results, there are some problems that exist in the process of providing services, especially unfair competition when businesses refuse to switch networks illegally. Although this rate is very low, it needs to be corrected in the near future. In addition, the legal corridor must also be adjusted to suit the actual situation.

Many mobile subscribers told Vietnamnet that when they switch networks, they keep the same number, especially the small carriers often use the reason that the number is good to not let the mobile subscriber keep the same number.

Responding to this issue, a representative of the Department of Telecommunications said that the business of phone numbers has a special structure with a commitment to be one of the business activities of the enterprise, when subscribers use numbers and accept Commitment means agreeing to the terms of a civil contract. Therefore, in order to avoid the situation of “people who want to go – people who hold back”, customers need to carefully study the content of the carrier’s commitment to use the service before entering into a contract (or general transaction conditions).

In order to clarify and make transparent the commitment packages and preferential tariff packages of carriers used to refuse to switch networks, the Department of Telecommunications has asked businesses to publicly announce their commitment packages and how to cancel packages on the website. their electronic information for subscribers to easily look up before registering to switch networks. At the same time, the Department recommends businesses to have plans for subscribers to compensate for commitments when there is a need to switch networks. In the coming time, the Department of Telecommunications has a plan to concretize regulations by legal documents in the process of developing the Circular amending and supplementing Circular No. 35/2017/TT-BTTTT“, said the Department of Telecommunications.

According to a representative of the Department of Telecommunications, this agency is in the process of developing a Circular amending and supplementing Circular No. 35/2017/TT-BTTTT with the desire to further promote the development of digital network transfer. In particular, the Department plans to submit to the leadership of the Ministry of Information and Communications a number of policies and major changes to expand the legal corridor and reduce the conditions for network transfer. To achieve the above goal, the Department has submitted a number of framework regulations to be submitted to the Government to be upgraded to the level of a Decree, creating a solid legal basis for network transfer activities.
